The OBC Cell at Thong Nokbe College was established in 2017with the purpose to empower the students belonging to the Other Backward Communities (OBC). The college takes special interest in facilitating financial support to students from these communities from government agencies and other sources. The cell is always engaged to solve the various problems of OBC students.

1. Objectives:

The goal of the cell is to enhance the psychological well-being of OBC students. The main objectives of the Thong Nokbe College OBC cell are:-

(i) To educate, enlighten and empower the students and staff of OBC categories in the college to make use of the facilities extended by the Govt. and other agencies for their educational & occupational careers.

(ii) To collect data regarding the implementation of the policies in respect of admissions, appointments to teaching and non-teaching positions in the college.

(iii) To aware the OBC students regarding various scholarships program of the State & Central Government.

(iv) To counsel and guide OBC students about various issues and help them to manage academic activities.

To resolve problems related to OBC students.

2. Composition:

The OBC Cell will consist of 6 members as follows;

(i) Head of the Institute - Chairperson

(ii) Four Teaching Members including a Convener

50% of the Members will be from OBC Community.

3. Meeting:

The Cell will meet twice in a year or whenever required. The Cell members’ names shall be displayed on the website of the College and on the Notice Board.

4. Functions:

(i) The OBC cell will circulate State Government and UGC’s decisions about different scholarship programs.

(ii) The Cell has to communicate with the students and motivate them for better future planning.

(iii) To deal with representations received from Other Backward Classes (OBC) Candidates regarding their admission, scholarships and other similar matters in the College.

(iv) To organize and monitor special coaching/training/ remedial coaching scheme in the College for OBC students to prepare them for TET or other Competitive Examinations.

(v) To eliminate discrimination against the students and staff of the OBC communities if any, against or harassment of any individual in all forms by prohibiting it and by providing preventive and protective measures to facilitate its eradication and punishments for those who indulge in any form of discrimination or harassment.

5. Penalty Clause:

If the person is found guilty against whom the complaint is filed the Disciplinary Authority of the College may impose the following penalty;

(i) Minor Penalties:

(a) Warning or,

(b) Caution, Censure or reprimand

(c) Cancellation/ Withheld Scholarship/Award/Prize/Medal.

(d) Withholding or stoppage of increment without cumulative effect.

(e) Withholding promotion for a period not exceeding one year.

(ii) Major Penalties:

(a) Demotion to a lower grade or reduction in the post or to a lower stage in a time scale of pay for a specified period or permanent reduction in rank.

(b) Suspension from Institution/Hostel.

(c) Expulsion from the College

(d) Temporary annulment from the College

(e) Termination, by way of removal, dismissal from service.

(f) Rustication from the Institution.
