Scheduled Castes (SC) and Scheduled Tribes (ST) have been identified as the two most backward groups of Indian Society. They include all the castes, races or tribes, which have been socially, economically and educationally backwards. The constitution of India lays down certain special provisions for the upliftment of these communities. The SC/ST cell at Thong Nokbe College has been established to support and to bring students from such communities into the mainstream and to motivate them to pursue higher education so that they can be ideal members of their respective communities.

1. Objectives:-

(1) To counsel and guide SC/ ST students and help them to manage academic and personal issues of college life effectively.

(2) To ensure provisions of an environment where all such students feel safe and secure.

(3) To provide prompt counselling for any emotional emergencies arising on account of any event at the campus.

(4) To provide the mechanism to redress the grievance of SC/ST students, if any.

(5) To ensure protection and reservation as provided in the constitution of India.

(6) To arrange for special opportunities to enhance the carrier growth.

(6) To aware the SC/ST students regarding various scholarships program of State Govt. and UGC.

(7) To take such follow up measures to achieve the objectives and targets laid down by the Govt. and UGC.

2. Composition:

The SC/ST Cell will consist of 6 members as follows;

(1) Head of the Institute - Chairperson

(2) Four Teaching Members including a Convener

(3) One non-teaching Member

50% of the Members will be from the ST/SC Community.

3. Meeting:

The Cell will meet once in a year or whenever required. The Cell members’ names shall be displayed on the website of the College and on the Notice Board.

4. Functions:

The SC/ST cell of the college was established with the purpose to empower the SC/ST students in the college. The functions of the Cell include:-

(1) The SC/ST Cell takes a special interest in facilitating financial support to students from these communities from government agencies and other sources.

(2) The Cell also encourages students to enroll for career orientation programs, which would equip them with the necessary skills to choose a career option.

(3) To collect reports and information of State Govt. and UGC’s orders on various aspects of education, employment of SC/ST Students.

(4) To circulate State Govt. and UGC’s decisions about different scholarship programs.

(5) To communicate with the students and motivate them for better future planning.

(6) To deal with representations received from SC/ST Candidates regarding their admission, scholarships and other similar matters in the College.

(7) To organize and monitor special coaching/training/ remedial coaching scheme in the College for SC/ST students to prepare them for their End Semester exams and also for TET or other Competitive Examinations.

(8) To eliminate discrimination against the students and staff of the SC/ST communities if any, against or harassment of any individual in all forms by prohibiting it and by providing preventive and protective measures to facilitate its eradication and punishments for those who indulge in any form of discrimination or harassment.

5. Penalty Clause:

If the person is found guilty against whom the complaint is filed the Disciplinary Authority of the College may impose the following penalty;

(i) Minor Penalties:

(a) Warning or,

(b) Caution, Censure or reprimand

(c) Cancellation/ Withheld Scholarship/Award/Prize/Medal.

(d) Withholding or stoppage of increment without cumulative effect.

(e) Withholding promotion for a period not exceeding one year.

(ii) Major Penalties:

(a) Demotion to a lower grade or reduction in the post or to a lower stage in a time scale of pay for a specified period or permanent reduction in rank.

(b) Suspension from Institution/Hostel.

(c) Expulsion from the College

(d) Temporary annulment from the College

(e) Termination, by way of removal, dismissal from service.

(f) Rustication from the Institution.
