Ragging means “Display of noisy, disorderly conduct, teasing, excitement by rough or rude treatment or handling, indulging in rowdy, undisciplined activities which cause or likely to cause annoyance, undue hardship, physical or psychological harm or raise apprehension or fear in a fresher, or asking the students to do any act or perform some which such a student will not dot in the ordinary course and which cause him/her or embarrassment or danger to his/her life” As per the order of the Honorable e Supreme Court and recommendation of RK Raghavan Committee, Thong Nokbe College has formed an Anti-Ragging Committee to prevent the menace of ragging This institution considers ragging in any form a cognizable offence and really means business and will not hesitate to take stern action against the offenders.

1. Objectives:

Anti-Ragging Committee of Thong Nokbe College is the supervisory and advisory committee in preserving a Culture of Ragging Free Environment in the College Campus. The main objectives of this cell are as follows:-

(i) To aware the students of the dehumanizing effect of ragging inherent in its perversity.

(ii) To keep a continuous watch and vigil over ragging so as to prevent its occurrence and recurrence.

(iii) To promptly and stringently deal with the incidents of ragging brought to our notice.

(iv) To generate an atmosphere of discipline by sending a clear message that no act of ragging shall be tolerated and any act of ragging shall not go unnoticed and unpunished.

2. Composition:

The Anti Ragging Committee of Thong Nokbe College will consist of 6 members as follows;

(i) Head of the Institute - Chairperson

(ii) Two Teaching Members including a Convener

(iii) One non-teaching Member

(iv) President of Thong Nokbe College Students’ Union

(v) General Secretary of Thong Nokbe College Students’ Union

3. Meeting:

The Anti Ragging Committee will meet once in a year or whenever required. The Cell members’ names shall be displayed on the website of the College and on the Notice Board.

4. Functions:

(i) Thong Nokbe College Anti Raging Committee works as a Vigilance &. Disciplinary Committee. It has been constituted to have an in-built mechanism for checking the incidence of ragging in the college. The Cell will monitor the events involving ragging, enquire into them, make recommendations and spell out the punishments in this regard to the institution authorities.

(ii) The Anti Ragging Committee ensures that every student getting admission in to the college submits an Affidavit declaring that he/she will not resort to any sort of ragging and if he/she violets the declaration he/she will be liable for punishment as per the recommendations of the Anti ragging Cell.

(iii) The Committee guarantees the Fresher’s its care for them and will not tolerate any atrocities against them. There is nothing to fear and as bonafide students of the institution they should desist from doing against their will, even if ordered by so-called ‘seniors’.

(iv) The Committee provides counselling to the fresher’s regarding the availability of the Anti Raging Cell in the college campus and encourages them to report incidents of ragging as immediately as possible. Those, who do not do so, even when being witnesses or victims will be punished suitably.

5. Punishments :

The Anti Raging Committee of the college is empowered to initiate stern disciplinary actions against the offenders of ragging. The following could be the possible punishments for those who are found guilty of participation in or abetment of ragging. The quantum of punishment shall, naturally, depend upon the nature and gravity of the offence as established by the Disciplinary Committee or the Court of Law:-

(i) Cancellation of Admission.

(ii) Suspension from attending classes.

(iii) Withholding/withdrawing scholarship and other benefits.

(iv) Debarring from appearing in any test/examination or other evaluation processes.

(v) Withholding of results.

(vi) Debarring from representing the institution in any national or international events.

(vii) Rustication from the institution for periods varying from 1 to 2 years.

(viii) Expulsion from the institution and consequent debarring from admission to any other institution.

(ix) Fine up to Rs. 25,000/-

(x) Rigorous imprisonment up to three years.

While the first 9 types of punishment can be awarded by the appropriate authority of the institution itself, the last punishment can be awarded only by a court of law.
